He has served as interim-CAO in several municipalities until such time as critical policy and management problems could be resolved and a permanent Chief Administrative Officer or Manager recruited. His most recent interim-CAO assignment was with the County of Kings, Nova Scotia’s third largest municipality,  For 27 years he directed the work of the Maritime Municipal Training and Development Board operating out of Dalhousie University.

It contained a search engine; discussion board; database of municipalities/associations; management resources; and much more.
